Seas of Havoc is a pirate deck-builder/worker-placement game with almost filler-length ambitions, but not the tension to earn a place in the collection. Its captains’ starting powers feel uneven in a way the game never manages to smooth out.

Seas of Havoc wants pirate adventure, deck-building, and worker placement in something close to filler time. Ambitious. AEG’s Dead Reckoning has already shown how exciting that nautical blend can be; this version feels notably flatter.
At its centre, the game combines building your deck with placing workers, while each captain begins with a distinct power. The intention is clear: shape your options as a round develops, then make better use of whatever is available to you.

Player interaction comes through that shared pressure and through the way the different captains enter the race. Except by the second round, one captain seemed to be playing an entirely different game, and the final score was kind enough to confirm the suspicion.
It is not devoid of interest, and a group looking for something lighter may well find room for it. But even without the imbalance, I am not convinced we would have had a good time. I would not bother adding it to my collection.
