Cogs and Commissars is the sort of troll game that can still raise a smile after a long day at work, largely because it has cards called Computin and Gorbarobot and commits fully to the bit. Its proletarian rage at the bourgeoisie and the commissars gives the whole thing more character than such a slight game has any right to possess.
At heart, it is a familiar game of its type, with the cards doing almost all the heavy lifting. The silly names and the theme are the engine here; there is no especially memorable system hiding beneath them.

The player interaction comes through that theatrical conflict, but the design keeps everyone hovering just short of victory. The game goes round in circles, everyone appears about to win, and eventually what was meant to be tension becomes a rather weary wait.
Like A Star is Porn, you do not buy it for the gameplay. You buy it to say “Gorbarobot” in a straight voice, laugh at the cards, and accept that beyond that it is precisely as much game as it promises to be.
